A Catalyst for Proactive Change in Muslim Communities of Sulu

Twenty-nine years ago, I understand the Sulu folks most. To be specific that was 1974. I was barely seven years old then. Nine years later, I perceived the island of my soul through the idealistic eyes of a sixteen-year-old. Twenty years later, to be specific, now in 2003, it has turned into a total stranger. The latter is my perception of Sulu as a 36 year old. At seven, I regarded myself as a Tausug Filipino. At sixteen, I regarded myself as a Bangsamoro first, and a Filipino next. It has only been two years that I regard myself as a Muslim foremost and nothing else. To the Supreme Creator belongs the world. The universal world that mankind has warped and perverted when it conceptualized territory, government, and sovereignty. The very same concepts that have deepened the diversity of human life far more than the complexity of Nature itself minus mankind, has ever done. Indeed, a concept of the people, for the people, and by the people. Ironically, each phrase is exclusive to people. Paradoxically, somehow somewhere in those concept must be the Almighty God. 

The Province of Sulu of the Southern Philippines is dominantly Muslim. The natives therein are called Tausugs (meaning People of the Current) regardless of religion they profess. Sulu, a component of the ARMM (Autonomous Region of Muslim Mindanao) is comprised of 18 municipalities. The highest official of the land is the Provincial Governor, and under him are the 18 municipal mayors.
In 1450, there existed a Sulu Sultanate; and 71 years later the Spanish colonizers came and occupied Las Islas Filipinas but not Sultania de Jolo. By virtue of the 1898 Treaty of Paris, the Sulu Sultanate was ceded by Spain to the Philippine territory through American colonial rule of the archipelago. This is a historical blunder that America needs to rectify in the interest of justice.

Forty-eight golden years of sovereign power under a sovereign Sultan ruler must not be unjustly effaced to oblivion by a treaty to which the Sultanate of Sulu was never a party. Foreign transgressors grossly violated a sovereign right and such violation must be redress and shall be righted.

The dissolution of the Sultanate consequently dissolved the sovereign rights and powers of its constituents. They have been marginalized and been reduced to a minority in their own ancestral homeland. This is tantamount to genocide of their indigenous soul.

Now, I, Warina Sushil A. Jukuy, as a struggling and straggling Muslim and a Tausug individual who belongs to one of the 13 ethno-linguistic groups of the Bangsamoro people of Mindanao, Philippines, do hereby dedicate this column, Jihad-al-Akbar, as a humble initiative by way of the pen and paper. I have no weapon, no wealth and no power to wield. All I’ve got for weapon is my pen; for wealth is my humble ilm; and my power as a human being emanates from Him, Ya Rabb.

I am highly motivated to explore the possibilities of empowering the concept of Jihad-al-akbar as a dynamic medium for an impetus towards whole-rounded developmental change in every Muslim’s life; and using the mimbar/pulpit as a venue for proactive change.

Consequently, by using the mimbar as a medium to generate consciousness, the Qur’an and the Sunnah as the fundamental guidelines within our din or way of life (Islam) shall be essentially re- interpreted and thus re-applied to meet the contemporary challenges of our times. Probably, the interpretation and application of it might in the future transcend beyond the Islamic doctrine but shall imbue into every aspect of our practical lives. Insha’allah.

In this millennium, the term jihad is provocative that even its mere utterance will generally put the speakers in "surveillance spotlight," and the listeners to such spoken term in a "state of paranoia," so to speak. Consequently, the famous quote of "Either you are with us or you are with them," will hound either speakers or listeners.

Lately, jihad has been attributed myopically and indiscriminately to suicide bombers, terrorism, Al-Qaeda Network, Jamaah Islamiyaah, to name a few of those notorious extension terms, and most unfortunately, to Islam and its followers, the Muslims.

The misconception, however inadvertent it may be, is quite appalling; especially as Islam’s root word and conceptual meaning is essentially PEACE. Muslims or not, the term jihad has been established to connote and denote holy war. Historically, the term "holy war" came to being in Europe during the Crusades, the latter to mean as "war against Muslims. Holy war in such Crusades’ context has no counterpart in Islamic glossary.

"Jihad means striving. In its primary sense it is an inner thing, within self, to rid it from debased actions or inclinations, and exercise constancy and perseverance in achieving a higher moral standard."(www.salafipublications.com )

Jihad is the struggle of a Muslim by way of his niyat or intention, by way of his hand, or by way of his speech. However, what is disheartening is the fact that Islam and Muslims have been perceived by the world generally to be associated with jihad or holy war, bloodshed and violence. This is an unjust misconception of what Islam and being a Muslim stands for.

On the other hand, it is disturbing that most Muslims in the Philippines understand most the concept of Jihad as a mode of defense through fighting (Jihad al asghar, the lesser jihad or bunu qital) in the name of Islam. Understandably, Muslims are under obligation to defend Islam as this can never be dissociated from the totality of his life because Islam is more than a religion as it is a comprehensive way of life. What is perplexing is why the concept of the greater struggle which is Jihad al akbar (the Greater Struggle against the Self and all other forms of nafs or appetites) is not as deeply ingrained in the system of the Muslim Filipinos.

Almost 600 years of intermittent war and peace have remained chronicled in the hearts, minds and souls of the Bangsamoro people in their struggle for right to self-determination. Bangsamoro elders, leaders and intellectuals have tried to transcend beyond the trappings of the invincible sovereignty idealism all in the name of Agama (Islam), Hulah(Territory) and bangsa (Nation), to no avail. History has proven consistently that sovereignty issue is far superior from issues of human rights, liberty and dignity of man.

Peace processes thru 1976 Tripoli Agreement, (Organization of Islamic Conference) OIC-GRP (Government of the Republic of the Philippines), 1996 SPCPD (Southern Philippines Council for Peace and Development) that led to the contemporary ARMM (Autonomous Region of Muslim Mindanao) have been tried and tested to give life to peace and development in the Southern Philippines. Presently, Balikatan 03-1 that involves US-RP Joint Military Exercise looms in Sulu in the name of peace and development. However, peace and development have frozen in the chambers of polemics, and have been reduced to mere euphemistic verbal artifact. No conscious and decisive effort is made to solicit the real meaning of peace and development from the stakeholders of Sulu.

The Muslim folks known collectively as the Bangsamoro people are vigilant in defending Islam and the Muslim communities from any form of unjust aggression but it seems that we are NOT as vigilant in upholding the true meaning of Islam and the real essence of being a Muslim. In layman’s term a Muslim’s duty in this lifetime is to enjoin good and forbid evil. Graft and corruption not only in the government but even in private and public life is ingrained in every aspect of a Filipino life, be he Muslim or not.

Enjoining good and forbidding evil is to put Allah in the center of one’s life. Such goals need not be actualized through autonomy or through secession. A Muslim can enjoin good and forbid evil wherever he is. This goal must start with the self and this is where the Struggle Against the Self and all other forms of nafs or appetites known as Jihad al Akbar comes in. Jihad al Akbar can be a catalyst for holistic change in Muslim Communities. Jihad al Akbar can be inculcated in the Muslim communities of Sulu in order for peace and development to be achieved. Jihad al Akbar teaches that the real enemy is not from without but from within.

The advocacy of Jihad al Akbar in Sulu is timely and relevant. As a proponent of said concept I have implemented this advocacy as an NGO worker in my capacity as publisher-editor of Jihad al Akbar, a Tausug-English Weekly magazine, bearing the slogan: “The catalyst for Proactive Change”. Said magazine 12 pages 11 X 17 came off the press on its maiden issue last Eid ul Fitri of 2002. It consists of 3 sections: Agama, Hulah, and Bangsa.

This magazine can “somehow” clear local and possibly global misconceptions about Jihad, Islam and Muslims among Muslims and non-Muslims alike. If Islam can properly and meaningfully be inculcated through Jihad al Akbar then Muslim communities in the Philippines and the rest of the world can actually benefit from its universal practical teachings within Islamic perspective by upholding al-Qur’an and Sunnah.

“Conquering the self” might prove to be financially advantageous to world economy; a huge bulk of military budget allocations could be apportioned to basic social services.

The mimbar and madaris will be the media of instruction to promote peace and development of one’s self among the jamaah (congregation) via Jihad al Akbar as a catalyst for proactive change.

The Muslims and non-Muslims in Sulu shall understand the practical meaning and application of Islam as a way of life via Jihad al Akbar. All levels of the Sulu strata shall benefit from Jihad al Akbar (Struggle via Self-Purification), government officials, ARMM officials, military, academe, NGOs/People’s Organizations and or civil societies, barangays, families, youths, and jamaahs in Sulu, spiritual leaders and the madaris.

It shall serve as impetus for subsequent in-depth studies on the merits of Jihad al Akbar on one’s personal life regardless of race, creed or religion.

Aimed at bridging divides among the ulama, asatidz and religious leaders in Sulu, the Al-Mu’tamar al Qimma al-ula lil Ulama fi Sulu: The First Summit of the Sulu Ulama: Bridging Leadership Workshop transpired at Tabang Sulu Center, Capitol Site, Patikul, Sulu last November 4-6, 2006. Various stakeholders who engaged in the dialogue were from the ulama, asatidz, academicians and members of the Jama’ah or muslim congregation. Among them were: Tuan Muktar H. Alan, , Judge Nabdar Malik, Coun Temogen Tulawie, Hji Fazlur Rahman Abdulla, Engr Barjunaid Amilasan, Prof Amirul Ahajul, Prof Ysmail Titing, Tuan Nagdir Abdurahman, Tuan Said Yusah, Tuan Arshaid Abdulmadjid, Dr Hamsali Jawali, Dr Adjili N. Isduri,Tuan Abdurajak Alhari, Ustadz Habier Mohammad and Sulu Grand Mufti Habib Jul-asri Abirin.
The Bridging Leadership Framework of AIM-Mirant Center in the context of Islamic principles was adapted by the lead convenors: Dr Hannbal H. Bara and Al-Rashir C. Kulani, in consonance with the indigenous needs of the participants.

Dr Bara and Mr Kulani introduced a variety of concepts and approaches such as Systems Thinking, Causal Loop Diagram, Force Field Analysis and VMOKRAPI.

The convenors impressively steered the participants through a dynamic dialogue to learn and unlearn concepts on leadership, divides, Islamic fiqh, tariqa, da’wah, and madhab. At the end of the day, after co-owning peace and development issues, they reached a consensus on collaborative vision and action plan. The 1st Ulama Summit which was sponsored by the Jolo Municipal Government, Sulu Provincial Government, Pagtabangan BaSulTa and  AIM-Mirant Center marked the launching of Waqaf Foundation, Inc.

The efforts of the organizers must be lauded for three reasons: the inevitable role of the Ulama, the Asatidz, along with the Muslim leaders were re-illuminated through fresher, realistic, meaningful perspectives and insights; the significance and value of  dynamic and rational engagement through dialogue exercise  among religious and other stakeholders was successfully illustrated and applied; and a resolution was drafted and signed resolving conflicting issues on tabligh, salawat between taraweeh, uttered Bismillah against silent bismillah amicably. It affirmed that the tabligh’s practices are not deemed bid’ah (innovation) but is administrative in nature based on a fatwah from Pakistan; that salawat between taraweeh must be encouraged and regulated (solemn and not rowdy) according to the norms of  Islam; and that as to whether Bismillah must be silent or uttered: due respect and tolerance for different madhab must apply.

However, it was disturbing not to see any female participant from the ulama or asatidz sector, although this writer monitored the proceedings of the 3-day summit. The Muslim leaders from Sulu were able to transcend from their individual idiosyncrasies and differences by taking the initiative of seeking points of convergence that will respect as well as tolerate healthy divergence through an interactive Summit. Moreover, an insight need be articulated that the first summit is undeniably a momentous gain that must be nurtured to bear blissful fruits in the future. The same concern vigilance and vehemence must be expected from religious leaders foremost on issues such as unjust rulers, graft and corruption, unjust killings, drug lords and other organized crimes as well as other forms of oppression and injustices which are worst than slaughter. The Ulama’s opinion and advice is a crucial elixir on the ills of the Muslim society.-30

A new vision is taking place,
Foreseeing women building peace;
Envisioning women building communities;
Qualified by the word TRANSFORMATIVE:
For women, this has become imperative.
Upon her delicate hands, she cups grains of sand;
As it sifted itself through her bony phalange.
Upon her supple limbs, she bears the weight of womb;
As she suckles her babies upon her bosom.
Upon her brows, settled ashes of war;
Upon her face, carved its pictographs!
Upon her eyes, mirrored deathly scenes;
Upon her lips, quiver a silent cry!
Now fiery water flow forth from her frozen lashes;
As she stomps her feet, wrings her hands.
As she shrugs her shoulders, her marble face
Turns apoplectic; contorts from revolting fury!
Yet she braves a smile though she seems to cry,
Her heart floods with pulsing, raging tears,
As an old vision persists to tease:
Of Men destroying PEACE,
Of Men building "fishy" WARS;
For us feisty women to transform into PEACE!

THE offense made by Ms Bigornia is a LETHAL one since the insensitivity of STEREOTYPING offended not merely the 14 suspects but all Muslims and Islam.

[NOTA BENE: HYPOTHETICALLY: Had another example been such as NPA men could have been arrested... would MS BIGORNIA have identified these "X-number of men as to their X-type of religion" similarly to those 14 men arrested???... or is the MUSLIM-ISLAM as a term a "parapraxis" borne out of automatic stereotyping and racial as well religious discrimination against MUSLIM-ISLAM? ]

SUCH LETHAL IMPACT of a mindless FAUX PAS must be brought to MS BIGORNIA's attention and to the TV station where she works and to the public in the spirit of upholding the wisdom of ENGENDERING Peace Journalism and NOT ENDANGERING Peace between Muslims and other diverse religious faiths in the Philippines.

The NCMF, CHR, OPAPP must collaborate in order to stop "stereotyping-foibles" by media against religion, in order to hew proactively the seedlings of unpeace fertilized by bigotry, prejudices, racial and religious discrimination that can also possibly burgeon into senseless violence.

It can be observed that with regard to news in the Philippines and across the globe generally speaking, nowhere can you listen to or read news explicitly identifying CRIMINALS or TERRORISTS by their religious faiths such as Iglesia ni Kristo, Christian, Protestant, Catholic, Seventh Day Adventist, Buddhist, Hindu, Anglican, Mormon, Scientologist, (or absence of it) atheist, animist, etcetera .... except when it comes to MUSLIMS.
MEDIA'S clout is powerful; it shapes and influences the minds and hearts of people either positively or negatively.

Irrelevantly STEREOTYPING a particular religion via news whether done unintentionally can significantly breed bigotry, prejudices and racial as well as religious discrimination. Such type of irresponsible reporting engenders unPEACE and IGNORANCE.

One can restrain oneself in order to exercise utmost patience and sobriety but one cannot control the hurt, pain, insult, dejection, effrontery being felt by OTHER brethren in faith especially so that such has the tendency to spiral unchecked into social schism or worst even violence.

Do NOT Kill Islam in Our Hearts: Respect our Right But FULFILL AND SAFEGUARD It, Too!


Bismillaahi walhamdulillaah wassalaatu wassalaamu alaa Rasuulillaah
Assalamu alaykum wa Rahmatullaahi wa Baarakatuhu
As a voice amplifying muted voices from the marginalized citizenry, these were the salient points that we resonated:
1. We acknowledged and thanked the successful efforts done by lead convenor NCMF most especially by Commsr Edilwasif Baddiri and our HIJABISTS DESK CHIEFTAIN-LEGAL DEFENDER Atty Yaser Apion now with a “hotline”!;
2. We re-affirmed that the “hijaab struggle” started for almost two decades resolutely defended by the Federation of Muslim Students Association (FMSA) and it is thru the nurturing hands of FMSA and UZ thru the late President/CEO Archie Eustaquio where the liberating ground of thousands of MSA students’ piety was spawned;
3. Our humble voice resonate these students’ struggle to the right to religious freedom only in 2008 up to present initially upon appeal from an alumnus, Gamson T. Quijano, staunch defender of hijaab along with Alnajib Maujon in 2011 until we organized the HIJAAB-NIQAAB ADVOCACY NETWORK (HAN);
4. However, it was only in 2011 that we found the key to get engage and collaborate with NCMF through Commsr Edil Baddiri until we found our Hijabists Desk Legal Officer Atty Yaser Apion-from then on NCMF and its regional offices (Manila, Sulu, Basilan, Zamboanga Peninsula and Cebu) have been our e-hub to redress grievances concerning right to religious freedom;
5. As we segue what the NCMF Sec Mehol Sadain said in his Opening Message, the object of the forum is NOT merely to influence but also to generate awareness which NCMF has successfully done when it convened relevant govt agencies and non-govt agencies today;
6. We reiterate his statement that hijaab is more than about fear of ALLAH in as much as it is a raiment of piety;
7. Thus, to infringe it is to strip our women of their taqwa unjustly;
8. We would like to believe that the infringement on hijaab-niqaab is committed by these agencies *NOT* out of spite or prejudice but it is merely out of ignorance just as Commsr Edil has said;
9. However, amidst circulation of pertinent memos and legal issuances: how come the very agencies (such as NBI for one) are defying the very memo that emanated from them? Their personnel mock and ridicule Muslim applicants in phototaking process about a non-existing memo- which is a shame and unforgivable too for personnel of the NBI to be ignorant that such memo is in existence. Such incidents have sown distrust and loss of faith from the youth and other Muslim stakeholders; they feel hopeless of ever receiving genuine redress from the government until the NCMF came in.
10. THUS, with all due respect and begging for his indulgence- we pose two relevant questions to the NCMF Secretary: “Apart from the resolute legal action and processes exhausted by Atty Yaser Apion (Baarakallaahu feehum), what proactive action can NCMF take against government agencies that flagrantly defy its own memo? If prohibition of hijaab-niqaab has reached Judge Estacio’s sala and a writ of preliminary injunction was issued and subsequently defied by UZ, what proactive step must we take to right a wrong? If there is impunity for those perpetrators who abduct our ustadzes without due process of law, it is deplorable that *identified* human rights violators shall go unpunished;
11. Aloud we recall the case of a UP student who committed suicide just because she was not allowed to take her examinations because of financial hardship; how then does her suicide relate to the violation of hijaab-niqaab? We reiterated text from a poster we created:
“Educators and institutions must not become an INSTRUMENT that drives “striving-to-be-pious” students to the brink of spiritual suicide” to unveil is to compel them to commit “spiritual suicide” by killing the life of their religious worship;
12. We recommend that HOLISTIC EDUCATION must lead us to the Summum Bonum which is IHSAN and closer to the ALPHA-OMEGA which is ALLAH; for what is the use of an education if it drives you away from the Beneficence and Mercy of ALLAH- the AL-Alim?
13. This matter is not to trifle with, as evidenced in the threshold impacted by the Pilar College issue albeit the wisdom is media* mileage in terms of promoting awareness of hijaab-niqaab because it is as serious as *endangering* our very peace and security as Muslims instead of *engendering* it;
14. Allowing Hijaab-Niqaab is not merely allowing female Muslims to cover their head; it must include the juyyubihinna excepting the face and hands; and at times excepting only the eyes such as in niqaab. CAVEAT: It is not safe to say that allowing the head veil ONLY but disallowing hijaab of the arms and legs such as in ADEZU is already not tantamount to prohibiting hijab per se because it still IS tantamount to exposing their awrah or private parts!”
15. Aware that our right to religious freedom as minority groups is not merely uphold by our local state laws but as well as international laws as entrenched in Art 8 UNDHR, Art 15 ICESCR and Art 27 of ICCPR; we implore the NCMF along with every Muslim present here please…whatever madhaab you may belong whether or not you believe in hijaab-niqaab…please whoever comes to you for help regarding its violation please do help them retain their raiment of taqwa;
16. TOGETHER let us assert to uphold THAT the right to hijaab-niqaab of our Muslim women, the right to religious freedom of Muslims is NOT ONLY about RESPECTING it, it is most importantly all about
FULFILLING and SAFEGUARDING these rights.
BOTTOMLINE: Do NOT just RESPECT our RIGHT to Worship ALLAH; PLEASE FULFILL it! PLEASE SAFEGUARD IT!

Assalamu alaykum wa Rahmatullaahi wa Baarakatuhu

Mine is a lone plaintive voice belonging to a Muslimah, a Bangsamoro from the Tausug tribe of Jolo, Sulu (the same province where the MNLF Chairman Nur P. Misuari comes from); one of the royal progeny of Sharif Ismail from Parang, and by historical fate belonging to a Filipino citizen of the Republic of the Philippines.

In the spirit of qata ur rahim wassilaatur rahim, I invoke the crucial intercession of KING ABDUL HALIM, the Yang Di-Pertuan Agong and the Organization of Islamic Cooperation (OIC) so that Prime Minister Datuk Seri Najib Tun Razak will resolutely end OPS DAULAT and the SABAH Siege and to resolve peacefully the cul de sac on "conflict of rights".

Moreover, I appeal to everyone to uphold our respect for the sanctity of Human Life at all times and of International Humanitarian Law because as much as both parties are standing on a right when they decided to be embroiled in this violent conflict, the substantive rights of innocent civilians consisting of vulnerable children, women, and the elderly is SUPREME over the rights asserted by these two conflicting groups.

I beseech 57 others to join me, let us affirm our striving as Muslims to help the oppressed as we simultaneously help the oppressors NOT to oppress the oppressed.

With all due respect and begging for your indulgence: as I sincerely supplicate to ALLAH, I exhort the Prime Minister of Malaysia and urgently appeal for the intercession of the Yang di-Pertuan Agong and the Secretary General of OIC to resolve the SABAH CRISIS and STOP OPS DAULAT.

I believe that as Muslims we must strive NOT to do any injustice to one another bearing in mind that it is the collective jihad of the community to resolve peacefully the prevailing problem on CORRUPTION and OPPRESSION by way of sincere nasiha in accordance with the Qur'an and Sunnah.

Let us not resort to fighting or bickering with our Muslim brethren because our SALAH (obligatory prayer) is the pact between us and them.

It could have been decided and acted upon in defense of honor and sovereignty of Malaysia BUT...

OPS DAULAT must be stopped because

1. the "military offensive" by way of OPS DAULAT- is NOT ONLY an all out surgical operation BUT has NOW BECOME a SIEGE-

a. being executed by the Malaysian government with the strategic intention to isolate Sabah from help and supplies,

b. for the purpose of lessening the "defensive" resistance exerted by RAJA MUDA AGBIMUDDIN KIRAM and his Royal Security Forces under the command of SULTAN JAMALUL KIRAM III (albeit they are standing on a rightful claim to Sabah),

c. so that the Malaysian forces can either flush them out or capture them "for as long as it takes."

IN EFFECT, the siege is now isolating SABAH from:

1. humanitarian assistance and humanitarian intervention coming from
a. the Philippines as well as
b. international communities such as the United Nations including
2. monitoring from third-party interventionists consisting of human rights groups, civil society organizations and media.

Beyond denouncing this siege as an act of injustice and an act of violence tantamount to an overkill now being done by Malaysia just to capture 235 men, united we ALL must proactively put an end to it because the military assault has now become indiscriminate and NOT solely directed at combatants.

I along with the 57 individuals/organizations unite our voices to say NO, to plaintively shout STOP, and to implore you to please act upon it NOW!

The prevailing situation may look bleak and hopeless, but we are hopeful that:

The Power of Answered Supplication like The Indisputable Precision of The Power of Allaah is swifter in exacting justice than keyboards  which is more speedy than courts, louder than sounds of bombs and bullets, lethal than the Intrepid Kris, and better than NONE AT ALL.
